Scaling Up of EBPs in Louisiana for Juvenile Justice

Join us for the next session of our “Lunch & Learn” webinar series. Every month, the YJI will bring to you the work of prominent researchers in the field of youth justice! Our “Lunch & Learn” sessions are designed to be interactive, informative, and thought-provoking.

We will be hosting Dr. Stephen Phillippi, Chair of Behavioral & Community Health Sciences at the LSU School of Public Health and Director of the Institute for Public Health & Justice. He is also the Founding Director of the Center for Evidence to Practice. Dr. Phillippi is also a Licensed Clinical Social Worker and Clinically Certified Forensic Counselor. He has a twenty-five year history of developing, managing, evaluating, and providing direct services. Dr. Phillippi is the PI on several studies, teaches, writes, consults, and participates in a number of professional and public service boards.

Presentation Abstract

Successfully implementing a long-term, system wide movement towards evidence-based practices (EBPs), while perhaps one of the most important reforms that a state or local jurisdiction can take on for Juvenile Justice, is also one of the most challenging. Jurisdictions that take on this charge must address a number of complicated and interwoven challenges, including: the need for broad support and knowledge among a range of stakeholders at the state and local levels; the ability to provide for ongoing, continuous stakeholder education and awareness, in order to deal with changing leadership and agency personnel; lack of knowledge among stakeholders about the various EBPs, and the potential “fit” of these practices with the local community’s needs and resources; capacity to implement EPBs within the local provider community; provider resistance to shifting from treatment-as-usual to an EBP, and to participate in fidelity and outcome monitoring processes; funding streams that may not be structured to encourage or support EBPs; and, the need for policy development that ensures the preferred utilization of EBPs.

Recognizing that successfully shifting towards a system built around EBPs requires a comprehensive approach that addresses all of these various challenges, Louisiana adopted a multi-faceted approach to its’ reform efforts that was organized around three primary tracks of activity: 1) Stakeholder Education and Awareness. 2)Research-driven Reforms. 3) Strategic Implementation. This presentation highlights the work and major accomplishments in Louisiana around each of these tracks of activity, and identifies key lessons learned in Louisiana that may be instructive for other jurisdictions interested in starting an EBP reform movement.
