This position is full-time, 12-month, exempt. This is a grant-funded position and is renewable pending continued funding of the contract between DOC and SBCTC.

The Education Program Director at Larch Corrections Center will provide oversight and leadership of Clark College Education programs within a prison setting. Responsibilities include: planning, scheduling, and evaluating programs; hiring, training, supervising, and evaluating faculty and staff; submitting grant applications and reports and ensuring grant goals and objectives are met; developing and monitoring budgets; balancing goals of Clark College, Department of Corrections (DOC), and the State Board for Community and Technical Colleges (SBCTC); and ensuring compliance with college policies, SBCTC and DOC policies, and applicable state and federal laws. This position reports to the Dean of Transitional Studies, English, Communications & Humanities; this position also reports to the Larch Corrections Superintendent, or designee.

JOB DUTIES AND RESPONSIBILITIES:

  • Oversee the day-to-day operations of the education program in compliance with DOC policies and procedures.
  • Work collaboratively with College, DOC, SBCTC and other administrators; maintain effective communication channels and relationships. Collaboration and communication is crucial to the success of the Education Program.
  • Conduct educational needs assessment for a 250-bed facility.
  • Design, implement and evaluate a comprehensive credit-based educational program including basic education, and vocational/technical education.
  • Oversee enrollment and registrations to ensure accuracy of data and maintain adherence DOC, Clark College and SBCTC policies and procedures.
  • Develop and manage grants applications. Oversee grant budgets.Collect and disseminate data needed for reports, proposals, grants and budgets.
  • Generate quarterly and annual reports to meet compliance requirements.
  • Prepare budgets, approve and monitor expenditures and pursue alternative funds as available and appropriate.
  • Provide leadership and supervision to faculty and staff (recruit, select, train, evaluate and schedule) in accordance with collective bargaining agreements and College policies.
  • Oversee the information technology needs required to deliver instruction and partner with Clark College Information Technology (IT) department as needed. Ability to communicate IT issues and need to supervisor and Clark College IT.
  • Oversee GED, CASAS, and placement testing at the corrections site.
  • Participate in Clark College, DOC and SBCTC meetings as required.
  • Perform related duties as assigned.

JOB READINESS/WORKING CONDITIONS:

  • Possess reliable means of personal transportation, the ability and willingness to commute through the Cascade foothills in winter driving conditions that may include snow and ice, and the ability and willingness to attend a 4.5 week Department of Corrections Core Training outside the local area.
  • The ability and willingness to complete annual in-service training and pass routine criminal background checks in order to maintain NCIS security clearance standards established by the Washington Department of Corrections.
  • Ability to work well with people of all ages from academically, culturally, and socioeconomically diverse backgrounds.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree from an accredited institution.
  • Two (2) years of experience teaching, counseling and/or advising adult learners.
  • Two (2) years of successful leadership experience in an adult education or higher education program. (Consideration given to experience in working in similar environments and/or in programs serving similar populations).
  • Driver’s license.
