Minneapolis College: Executive Director of the Minnesota Consortium for Higher Education in Prison

Job Description

Minneapolis College is currently seeking a full-time, limited Executive Director for the Minnesota Consortium for Higher Educations in Prisons in the MnSCU Administrator 4 classification. The position will run through February 28, 2029.

The individual in this position leads the Minnesota Consortium for Higher Education in Prisons (MNCHEP), which has the purpose of ensuring and supporting high-quality post-secondary education offerings for incarcerated students in Minnesota.

The individual will be responsible for overall leadership, goals, strategy, and operations of the consortium. The Executive Director serves as a recognized authoritative expert for higher education in prison (HEP) and will be responsible for developing and managing resources for professional development, programs, conferences, and workshops for consortium institutions and their faculty and employees. The role also includes providing leadership on higher education policies and procedures related to prison education programs (PEPs), facilitating a community of best practices around HEP, and maintaining positive working relationships with partner-provider institutions.

This position will provide direct supervision of three professional and support staff, and management of the budget, strategic planning and the development, delivery and evaluation of the consortium’s initiatives. There is a high level of accountability for the programmatic and financial success of the consortium and its programs to the partner institutions, Advisory Council, partner entities, and justice-impacted students who could benefit from the consortium’s work.

Responsibilities of this position include:

  • Manage the Higher Education in Prisons Consortium (MNCHEP).
  • Coordinate statewide and Minnesota State systemwide engagement aligning with MNCHEP’s mission, vision, and goals as well as with the system's strategic plan.
  • Provide leadership and supervision to the following MNCHEP staff in order to promote a creative, innovative, and entrepreneurial team-based environment: Operations and Records Coordinator, Systemwide Reentry Coordinator, and Office and Administrative Support Specialist.
  • Represent MNCHEP efforts to local and national stakeholders, including Minnesota public and private colleges and universities; Minnesota Office of Higher Education; the Minnesota State system office; Minnesota Department of Corrections (DOC); workforce development and community organizations and training/certification providers; and national organizations such as the Alliance for Higher Education in Prisons.
  • Manage projects that include multiple organizations and higher education institutions.
  • Prepare and administer budgets in assigned areas.

Salary Range:

$81,034.00 - $130,095.00

Placement within the salary range for the MnSCU Administrator 4 classification is determined on the basis of relevant experience and in accordance with the 2023– 2025 Minnesota State Colleges and Universities Personnel Plan for Administrators. Range midpoint is $105,289.

Minimum Qualifications

  • Bachelor’s degree or an equivalent combination of post-secondary training, education and/or advanced professional experience
  • Three years of advanced professional experience in higher education programs and/or experience in a correctional education setting.
  • Four years of supervisory and/or leadership experience.
  • Demonstrates an ongoing understanding of cultural fluency. Incorporates culturally responsive practices and actively engages in antiracism professional development learning opportunities.
  • Demonstrated comprehensive knowledge and skills related to concepts, principles, standards, methods, policies, practices, and data related to prison education and higher education accreditation.
  • Demonstrated experience with and abilities to plan, direct, and manage an academic program/service and to supervise employees.
  • Ability to be approved to access all MN Department of Corrections facilities as an approved postsecondary education partner, and to maintain such approval over time
