Women’s Prison Association: Human Resources Operations and Training Director

Reporting to the Chief Human Resources Officer (CHRO), the Human Resources Operations and Training Director will assist with day-to-day generalist support for Human Resources functions at Women’s Prison Association (WPA). The role will support the CHRO in the design and delivery of HR programs that support WPA staff and overall strategies. The role will assist in the planning, coordinating, and evaluating the various services, policies, and programs of the organization's HR department. The Human Resources Operations and Training Director will implement HR initiatives aimed at shaping organizational culture, improving performance, fostering engagement, and ensuring compliance. An emphasis will be placed on identifying training requirements and overseeing the planning, execution, facilitation, and assessment of a comprehensive training, learning, and development program. The goal is to enhance employees' job-specific and professional skills, knowledge, and capabilities, enabling them to excel in their roles and make significant contributions to the company's success.

Responsibilities include, but are not limited to, assisting the CHRO with providing employee support, HR project management, compliance, employee retention and engagement strategies, talent acquisition, and managing overall employee lifecycle management. In collaboration with the CHRO, the HR Operations and Training Director will also help to develop, communicate, and deliver guides, policies, procedures, practices, and critical systems for staff to thrive and grow at WPA. The HR Operations and Training Director will bring strong experience in developing, implementing, and overseeing, learning and development within WPA. The role will also assist managers to immerse/onboard teams, conduct orientations, develop curriculum, oversee completion compliance/course tracking, administer LMS platform activities and requirements, and provide data analysis and reporting.

Salary

$105,000 - $115,000

Role & Responsibilities

  • Support CHRO to execute day-to-day people activities, contributing to the development, communication, and administration of HR policies and procedures to support WPA’s strategic plan and reinforce a positive, productive work environment.
  • Partner with CHRO on company-wide HR initiatives that impact the development, culture, compliance, and success of the organization.
  • Create and maintain HR policies and standards.
  • Respond to employee questions regarding human resources policies, identifying and resolving employee issues, and recommending appropriate courses of action.
  • Develop, produce, and distribute internal company communications, delivering clear and meaningful messages.
  • Oversee the administration of all HR programs and operationalize HR methods.
  • Lead HR project management. Organize, plan, communicate, and execute projects, while working within deadlines.
  • Identify training and development needs within the organization through various methods such as surveying employees and roundtables with managers and employees.
  • Create and develop training programs, curriculum, and course catalogues that address specific learning objectives, including technical skills, soft skills, leadership development, conflict management, etc.
  • Oversee and facilitate training programs, which can include in-person training sessions, e-learning modules, workshops, and seminars, coordinating with internal subject matter experts and external learning vendors.
  • Manage compliance for courses, track attendance, and partner with managers for disciplinary action for continued non-compliance.
  • Manage the learning management systems (LMS) and other relevant platforms; create customized dashboards, custom fields, and reports. Ensure the end user experience is intuitive and efficient, while providing technical and process assistance as needed.
  • Manage Content of LMS platforms, assist with the organization and maintenance of training content within the LMS, which includes course materials, recordings, mandatory risk management trainings, department-specific modules, e-learning modules, webinars, and HR analytic data reporting.
  • Upload Trainings and other Employee documents into employee profile in HRIS/LMS systems to provide an electronic repository for compliance purposes.
  • Partner with Hiring Mangers to create robust Job Descriptions.
  • Partner with Managers to create job- specific immersions and departmental training- each with daily learning agendas.
  • Support IDP (individual development plans) delivery to help upskill current talent in current role or to prepare for future roles.
  • Assist with various recruitment activities, assisting CHRO and teams to attract and hire top-quality candidates who align with the organization's culture and meet WPA’s talent needs.
  • Partner with local schools with relevant programs to create talent pipelines and build internship program.
  • Design and implement a Recognition Program as well as other HR projects that contribute to a highly engaged and productive workforce.
  • Partner with CHRO to advance and implement annual WPA’s newly introduced Performance Review process.
  • Compile HR analytics and report analysis to make data driven decisions related to workforce planning and employee engagement.
  • Serve as back-up to process payroll and handle all HRIS personnel changes, including new hire onboarding, offboarding and change actions and other numerous HR administrative duties.
  • Perform other duties as assigned.

Qualifications

  • Bachelor’s degree in human resources, Organizational Development, or a related field.
  • At least 3-5 years of experience in HR leadership roles, with a track record of progressively responsible positions.
  • At least 2-4 years of experience driving the Learning and Development function.
  • Must have significant project management experience.
  • Must have strong organizational, administrative, and coordination skills.
  • Ability to manage complex projects, including planning, implementation, and evaluation of learning programs.
  • Excellent communication skills, both written and verbal, to convey complex concepts and engage diverse audiences. Exceptional facilitation and training acumen.
  • Experience managing employee relations, conflict resolution, and fostering a positive work environment.
  • Substantial experience in learning and development, training, or related roles with a proven track record of designing and implementing effective programs.
  • Ability to align learning and development strategies with overall business goals.
  • Expert in instructional design principles and the development of engaging and effective learning materials.
  • Strong understanding of HR systems must have significant learning management systems (LMS) and other e-learning technologies background.
  • Skill in conducting needs assessments to identify learning gaps and designing appropriate interventions.
  • Experience in assessing the effectiveness of learning programs and using data for continuous improvement.
  • Understanding of recruitment strategies, talent acquisition, and retention strategies.
  • Expert with HRIS (Human Resources Information System) and other HR technologies.
  • Ability to analyze complex HR issues and develop effective solutions.
  • High ethical standards and a commitment to maintaining confidentiality and integrity in HR practices.
